Why We Exist
Building Systems That
Work For Everyone
Building
Systems That
Work For
Everyone
SHFT partners with states to design, launch, and sustain healthcare funding solutions, including immunization and psychiatry access programs, that make public health work better for everyone. We transform smart policy into operational systems that expand access, stabilize funding without taxpayer dollars, and produce real, equitable outcomes across communities.
Formerly KidsVax®, we serve as the operational arm of PATH, applying decades of public health program and system experience to a wider range of healthcare initiatives.
We believe everyone deserves access to care if they want it, and that there's a better, more collaborative way to make that possible. SHFT works at the intersection of legislation, payers, providers, and patients to break through gridlock, reduce burden, and create health systems that serve all. Our solutions are sustainable, equitable, cost-effective, and proven to work.

Program Design & Implementation
We partner with states to design and launch sustainable, self-funded public-health programs that put policy into practice, including immunization, mental-health and specialty-care programs.
Stakeholder Coordination
We engage and align insurers, providers, and state agencies to establish sustainable, transparent collaborations. By bringing together key stakeholders, we create unified ecosystems working towards aligned goals.
Fund Management
We administer multi-payer funding models that minimize reliance on state general funds while reducing costs for payers and reducing financial and administrative burdens for providers.
Governance & Compliance
We support clear governance structures, regulatory alignment and full transparency. Our frameworks ensure accountability, proper oversight and state-level compliance across program operations.
Technology & Operations
We deploy secure, scalable systems and operations that make healthcare-program workflows seamless, from assessment collection to fund remittance. With efficient technology and operations, we deliver durable programs that serve everyone.
State Policymakers
We create cost-effective, compliant systems that make a lasting impact.
Health Departments & Agencies
We reduce administrative burden with real-time solutions and full lifecycle support.

How SHFT Works
From Start To Finish
How SHFT
Works
From Start To
Finish
- • SHFT generally recommends 9–12 months to establish a new entity; however, the process can be accelerated and finalized within 90 days ahead of the program's first operational year.
- • Costs for SHFT's services are embedded within the program and are typically 2%–5% of the total cost of vaccines.
